Two Homes, One "Irwin, PA" Address: Where the Boundary Actually Costs You

The call usually comes about eleven days before closing. A seller has a firm contract, a mortgage commitment on the buyer's side, movers booked, and someone finally asks whether the dye test was ordered. If the property sits in North Huntingdon Township, the answer determines whether the closing date survives the week.

That call is the most expensive thing about the municipal line running through the Irwin mailing address, and almost nobody comparing listings knows the line is there. A "Irwin, PA 15642" address can mean Irwin Borough, North Huntingdon Township, or North Irwin Borough. Three separate governments, three separate tax rates, two different sewage authorities, one ZIP code. Here is the part that surprises people who assume the tax difference is the story: the county levy and the Norwin School District levy are identical in all three, so the entire spread between two otherwise comparable homes comes to roughly the cost of a decent snow tire. The boundary's real teeth are in your closing calendar.

The Fourteen-Day Rule That Moves Closing Dates

The North Huntingdon Township Municipal Authority requires a dye test and lateral line inspection before a sale or a refinance. The request and full payment, $260, must be received at least 14 days before the scheduled closing, and a passing test is good for five years from the original test date. That is not a suggestion buried in a policy manual. It is printed on nearly every page of the authority's website.

The requirement traces back to Act 537 of the Pennsylvania Department of Environmental Protection, which obliges local governments to adopt corrective action plans for overloaded sanitary sewers. Stormwater and groundwater entering sewer lines where they do not belong is called inflow and infiltration, and the authority explains that removing it is one of the required steps. A failed lateral becomes a repair negotiation on a deadline, which is a very different negotiation than the same repair discovered during inspection week.

Order of operations that protects a settlement date:

  1. Confirm which authority actually serves the parcel before anything else. NHTMA serves roughly 12,500 customers, and its own service description includes portions of Irwin Borough alongside Manor, Hempfield, Sewickley Township, White Oak, South Versailles, and Trafford. Its FAQ, separately, tells Irwin Borough residents to contact the borough at 724-864-3100. Both statements can be true on a parcel-by-parcel basis, which is exactly why you verify rather than assume.
  2. Ask the seller whether a test already exists. Five years of validity means many recently sold homes are still covered, and a valid prior test is the cheapest outcome available.
  3. If a new test is needed, submit it the day the contract goes firm, not the week of closing.
  4. Build repair time into the timeline rather than the contingency period.

Irwin Borough handles its own sewage service, so a borough transaction runs through the borough office instead. Same mailing address, different phone number, different lead time to confirm. Two agents can be working homes a half mile apart and following two separate playbooks.

Three Municipalities, One Mailing Address

Now the tax question, because it is the one buyers ask first and the one that deserves the smaller share of their attention.

Westmoreland County levies 25.00 mills for general purposes plus 3.48 mills for debt service, and that 28.48 applies everywhere in the county. Norwin School District levied 96.30 mills for 2025-26 across Irwin, North Huntingdon, and North Irwin, a figure that includes 1.2 mills collected for the Norwin Public Library under a referendum district voters approved. Neither of those numbers changes when you cross the municipal line. Only the third one does.

Using the $24,000 assessed value that North Huntingdon uses as its own illustrative parcel in its 2026 budget, and before any owner-occupant homestead relief:

Municipal rates come from Westmoreland County's 2026 millage schedule. The school column uses the last rate fully confirmed in district reporting, so expect the school portion of a 2026-27 bill to land higher than what this table shows, identically in all three municipalities. Irwin Borough's 28 mills break down as 23 for the general fund, 3 for the Irwin Volunteer Fire Department, and 2 for street lighting, and council held all three flat for 2026 inside a $4.4 million general fund budget. North Huntingdon's 15.05 combines 10.73 general, 3.00 capital reserve, and 1.32 fire service.

The borough-to-township spread is about $311 a year on that parcel. Real money. Also less than nine percent of the total bill, and roughly a seventh of what the school levy alone contributes. If you have been choosing between two houses on the theory that the municipal line is the tax decision, the arithmetic does not support you.

What That $311 Is Buying

The spread is a service bundle, not a penalty. Irwin Borough runs its own police department under Chief Dan Wensel, funds a street light account covering electricity, repairs, and replacements, and contracts residential garbage through Waste Management with the borough handling billing and a single-stream recycling dumpster on Western Avenue next to the fire station. One square mile, about 3,800 residents, and municipal services delivered at that scale.

North Huntingdon, with a population estimated at 31,697 as of July 2025, spreads its fire millage across seven volunteer fire companies, at roughly $81,800 each for 2026. It also just changed the shape of its own levy in a way buyers should read carefully. Township officials raised real estate taxes 3.5 mills for 2026, splitting the increase into 1.5 mills for the general fund and 2.0 mills dedicated to the capital reserve fund for roads and stormwater projects, while eliminating the per capita tax. Manager Harry Faulk told TribLive in November 2025 that federal pandemic relief had postponed a reckoning rather than resolved it, and Commissioner Fran Bevan framed the increase as cheaper now than later. It was the township's first general fund increase since 2012, and the net effect on that $24,000 parcel was stated as $74 a year.

Two mills aimed at roads and stormwater is a signal, not a complaint. A township that has just funded a capital reserve is a township planning paving and drainage work. That is worth more to a buyer evaluating a hillside lot than any single-year millage comparison.

School millage moved too. Norwin directors capped any 2026-27 increase at 4.5 percent, the Act 1 index maximum, then adopted a roughly 4 percent increase in June 2026 with the proposed rate set at 100.2 mills in the three Westmoreland municipalities. Confirm the final adopted figure before you underwrite it, and note that it lands identically on all three sides of the boundary.

The Assessed Value on the Listing Sheet Is From 1972

Here is where the whole exercise gets slippery. Westmoreland County has not conducted a countywide reassessment since 1972, so the assessed value you see is a base-year figure. Converting it to implied present-day market value requires the common level ratio factor, which the Pennsylvania Department of Revenue republishes each summer from State Tax Equalization Board sales data. The current factor list applies to documents accepted from July 1, 2026 through June 30, 2027, and you can pull it directly from the Department of Revenue.

Two practical consequences. First, closing at a 2026 price does not automatically reset your assessment, which is why two neighbors with similar homes and dissimilar 1972 paperwork can pay meaningfully different bills on the same street in the same municipality. Second, the annual appeal window in Westmoreland County runs to August 1 for the following tax year, per the Board of Assessment Appeals. That deadline passed last Saturday. Anyone reading this in August 2026 who thinks their assessment is out of line is looking at an August 1, 2027 filing for the 2028 tax year, unless a change-of-assessment notice arrives and opens the shorter 40-day response window. Why a $311 Spread Deserves Attention Here At All

Because of where the local price band sits. The Pennsylvania median sale price reached $340,000 in June 2026 across more than 13,000 statewide sales, with 45,870 listings on the market, according to the report prepared for the Pennsylvania Association of Realtors and released July 22, 2026. It is also the reason the boundary question gets answered backward so often. Buyers optimize the number they can see on a millage chart and ignore the one that can actually cost them a closing date or a five-figure lateral repair.

One more figure for anyone modeling carrying costs. NHTMA approved an $11.4 million operating budget for fiscal 2027 and an $8.8 million five-year capital improvements plan at its April 8, 2026 meeting with no sewage rate increase for customers, while a $46 million wastewater treatment plant upgrade is underway. Residential customers are billed at a quarterly flat rate. Stable and knowable, which is more than can be said for most line items in a 2026 household budget.

How do I find out which municipality a listing is actually in? The listing's mailing address will not tell you reliably. The parcel's tax district will. Westmoreland County assigns Irwin, North Irwin, and North Huntingdon Township separate mapping districts, and the county assessment record for the parcel settles it. Ask before the offer, not during the inspection period.

If the seller already had a dye test done, do I need another one? NHTMA tests are valid five years from the original test date, so a recent one may still stand. Get the date in writing and confirm it with the authority rather than relying on a recollection.
